I think it's got at least a little to do with the TV writer's strike.

In so much as they saw the writer's strike looming last summer, maybe.
When season one ended, the closing credits hadn't even finished rolling when they cut in to say that season two would be back in this summer (though I believe they said June '08).

I think the strike had more to do with the delay of "In Plain Sight," as they were heavily plugging that as "Burn Notice" wound down but it didn't premier until May.

As for the invite, thank you.
It would be fun to watch this show with others (instead of by myself with the a/c cranked, like last year).
Unfortunately for my tv-watching social life, I'm in Santa Cruz, CA until at least September. But again, thanks :)
